According to the World Health Organization, an outbreak of coronavirus infection COVID-19 was first reported in December 2019 in Wuhan, China. Since February, coronavirus infection began to spread in the European part of the world. Following WHO guidelines, the governments of neighboring Belarus began to take large-scale public health measures, including physical distance.

The outbreak of COVID-19 has become a serious human rights challenge. While the virus is actively spreading around the world, most states are taking active steps to curb the spread of the virus. However, a number of questions and concerns arise about how states respect and interpret human rights standards in times of crisis.

We have prepared a report on what practice against coronavirus has developed in Belarus from January to April 2020. Human Constanta also launched covidmonitor.by, which contains information on how authorities in the Republic of Belarus react to the situation with the coronavirus COVID-19.
